Our next meeting will be at 6:45 at
the MAAC
Charter School at 1385 Third Ave. (between Palomar and Quintard, east side of
street).
Ed Batchelder, city planner, will
discuss what the General Plan plans for the Palomar Gateway area (around
Palomar between I-5 and Industrial).
The new owners of the peaker electric
plant on Albany near the Otay River will explain how they want to double the
size of the plant. This will increase the pollution by 20% and mean many trucks
full of ammonia will be going to the plant. People live within 350 feet of this
plant. We need to find out more information.
We will also discuss some options for
dealing with $390 million deficit in streets and sidewalks: T-shirts, petition
(to make more people aware of situation), letters, calls, and e-mails to
council, recall campaign, de-annexation campaign, letters to Just Fix It www.justfixit.uniontrib.com, (800) 820-8714?
Mud, Dirt or Sewage in
Street?
CALL: Christina Arias (858) 627-3931, carias@waterboards.ca.gov. She works for the Regional Water Quality
Review Board. It is their job to enforce the city’s Storm Water Permit. This is
a serious matter that will get the city’s attention fast! Any mud or dirt or sewage
or oil or whatever in the street will eventually end up going down a storm
drain and entering the river or the bay. (This includes trash, oil, soap from
washing car in street, animal poop, etc.) This is illegal. They will fine the
city if the situation is not remedied quickly. Pictures are a great help.
Everyone who lives where there are no sidewalks or curbs probably sees this
frequently. PLEASE call and take pictures.

Sidewalks
Take pictures and give them to us
with location clearly labeled. Ned is preparing a Notice of Liability, which
will be sent to the city. Once the city gets this with pictures they no longer
have defense that they did not know there was a hazard, and they will be liable
for suits if anyone gets injured. This will likely get City Attorney to
pressure council to do something about problems.
Mobile Home and Trailer Park News
There were stakeholders meetings in
May and two public meetings regarding the conversion ordinance. One was in
Spanish and the other in English. People were scared and upset. They did not
focus on getting the best ordinance possible to protect residents if a park
closes in the future. All together the
parks without proper zoning have 365 spaces in the Southwest and 703 spaces in
the Northwest. The Council has decided
no zone changes will occur for 4 years. THE BEST PROTECTION IS TO ORGANIZE AN
ASSOCIATION (3 PEOPLE IS ENOUGH) AND REQUEST FIRST RIGHT OF REFUSAL. THEN IF AN
OWNER DECIDES TO SELL THE RESIDENTS CAN CALL ROP, WHICH WILL HELP THEM TO BUY
THE PARK. If the residents own the park it cannot be converted without a vote
of the residents.
