Meeting March 22, 2007

Our next meeting will be at 6:45 at the MAAC Charter School at 1385 Third Ave. (between Palomar and Quintard, east side of street).  March meeting will start with a report from our board members including our president and treasurer. We will then vote on a fund raising idea Carmela has. Next we will vote on whether we will do everything possible to support and help the residents of any mobile home or trailer park in the southwest that is threatened with closure. The title of the meeting presentation in Planning tools. The main part of the program will be learning planning basics and how we can have an active voice in how the southwest changes. We will talk about the Palomar Gateway area which is around Palomar between frontage and Industrial.

Mobile Home and Trailer Park News

Karen and Theresa attended meeting community development held to discuss revising the city’s Relocation Ordinance. It is important that representatives from every park attend these meetings in order to insure a stronger ordinance than we now have. Please volunteer to be on the mobile home park committee and help us contact people at all the parks. ROP (Resident Owned Parks) in Sacramento has promised to help every park that is threatened with sale, if owners can organize informally. If owners cannot qualify for loans to buy the park as a coop, ROP can buy the park and manage it for the life of the mortgage. When the rents paid pay off the mortgage they will help the residents to form a formal corporation and turn over the park to them. We also went to the Rent Review Committee meeting where a report was given by the inspectors of parks. The General Plan proposes changing the zoning on a number of parks (12). It is important that all residents become informed and be prepared to act in their own best interest.

Infrastructure

Three Board members spoke at the council meeting on March 13. You can watch streaming video of the meeting at the city’s website:http://chulavista.granicus.com/ViewPublisher.php?view_id=2. Earl, Theresa, Steve, Ned and Norberto have been collecting information about infrastructure problems and meeting with city staff to try to get more information. Everyone acknowledges that the infrastructure in the southwest is below par and the roads are in terrible shape. We have to put pressure on the council to come up with a committed funding source. Staff estimates the price of putting in and upgrading all infrastructure to standards would be around $132 million. Obviously the city does not have this much extra money lying around. We need to insist they stop relying on grants and get a steady income stream for upgrades and maintenance. We must make them understand that the existing infrastructure simply can not handle any more people. If they want an increase in density they have to deal with infrastructure and maintenance funding first.
