Minutes of General Meeting 11/21/2011

Call to order at 6:12 with 17 attendees Guest: Lillian Leopold representing Sweetwater Union High School District

1. The discussion with SUHSD was in regard to the response to a possible lawsuit regarding minority representation and the voting rights act by the school board. The move to change to district elections was approved by a 3-2 vote on September 19.

2. Comment cards were handed out and collected to solicit opinion of the following:

    a. If the district can receive a waiver from the state to change to district elections with no vote of the public, it would save over $100,000.

    b. The district boundaries as approved would be drawn in such a way as to have no incumbent board member lose their seat.

    c. The application for the waiver must be filed by the end of the year and will be ruled upon in March.

The second guest speaker was William Perno, co-founder of PASS (people against smoking Spice)  Highlights include:

1. A new state law banning the sale of Spice takes effect in January 2012. Spice and Bath Salts are synthetic and dangerous chemicals that are produced to circumvent drug laws.

2. There are currently no age limits on the sale of Spice and Bath Salts.

3. 38 states have banned Spice and 30 have banned Bath Salts.

4. There is no penalty for possession of these drugs.

The city of Chula Vista Council passed an ordinance at their first meeting in November banning sales within our jurisdiction.  Adjournment at 7:10
