SWCVCA GENERAL MEETING,  MAY 18, MAAC CHARTER SCHOOL, attendance 18

1.    Call to order at 6:50PM by Theresa motion to approve minutes of 4/27 by Jim, second by Earl, passed.

2.    Introduction of guest Larry Breitfelder representing the Chula Vista Taxpayers Association. Larry gave a presentation on a six step plan to bring fiscal responsibility and balance to city budget and finances. The plan included: Pension reform, manpower review, economic development, long range strategy, contracting overhaul and the possibility of retaining funds now taken away by prop 172 and given to the county. These funds are approx. 14 million dollars collected for public safety with only $ 700,000 returned to Chula Vista. The alternative of bankruptcy was also brought up.

3.    Sherry from Alta Consultants discussed the Pedestrian Master Plan for Chula Vista and solicited input from everyone in the form of a survey of walking issues. After collecting opinions and observations they will make suggestions to the city regarding walking issues and priority for improvements.

4.    Theresa led a discussion of changes to the general plan in regard to redevelopment in the Southwest. Areas included: South Broadway, South 3rd, Main St., Palomar and West Fairfield. Consensus reached regarding the city plan to increase residential density mostly throughout the southwest (not practical), extend industrial zones into residential housing (absurd). City redevelopment plans should also include a lot more neighborhood parks. There are many more issues to consider and as a group the SWCVCA urges all residents of the Southwest to become more involved to have a voice on redevelopment.

5.    Call to adjourn at 8:45 by Bettie, second by Earl, passed
