Southwest Chula Vista Civic Association

Minutes: August 22, 2007

 

1.   Call to Order: Meeting was called to order by Theresa Acerro at 6:55 p.m.

2.   Communications: Theresa made an announcement that newsletters and minutes, etc. will be e-mailed beginning September in order to keep expenses down. We need volunteers to stuff envelopes and stamp them for those that prefer to continue receiving information by mail. Membership applications are available, the larger our membership, the more influence we’ll have with the city.

3.   Action: Motion was made by Tony Macias to approve the minutes for July. Seconded by Doc Howard. Motion passed.

4.   Penny Bollinger reported that we made $1,100.00 from our first yard sale and that we are working on new fundraising ideas.

5.   The redevelopment survey was discussed and filled out. We will have to get an amendment to the general plan to protect residents. Issues of displacement of residents must be dealt with.

6.   The members divided into two groups for presentations on buying mobile home parks and on redevelopment. Dean Sergeant gave the mobile home park presentation about the procedures to buying mobile home parks. Ken Grimes from the Center for Policy Initiatives gave the presentation on promoting responsible development. Discussed issues such as developer accountability for quality jobs, affordable housing and environmental standards. Mr. Grimes Gave the example of the Downtown San Diego Ballpark Village Project, highlighting some of the strengths and weaknesses. He stated that the agreement is the first of its’ kind in San Diego and that it is extremely important to build and keep an on-going relationship between the coalition and the developer. Chula Vista City Manager, David Garcia commented that the redevelopment process in Chula Vista hasn’t and doesn’t work and that he intends on trying to fix it.

7.   Congressman Filner presented Earl Jentz with a Citizen of the Month Award for his dedication to the community and for going above and beyond his duties to get the community involved in preserving the character of Chula Vista. Congressman Filner also discussed and answered questions concerning redevelopment. He discussed topics such as the mobile home park issue and the need to find a way to preserve mobile home parks. He stated that he is willing to help in any way that he can but that the Citizens of Chula Vista need to take the first steps.

8.   Action:  Motion was made by Tony Macias that the meeting be adjourned. Seconded by Doc Howard. Motion passed. Adjourned at 8:45 p.m.
