SOUTHWEST CHULA VISTA CIVIC ASSOCIATION

GENERAL MEETING of August 30, 2011

South Orange Library room “B”

Call to order at 6:00 with 44 total attendees, Charter Review Commission, Councilman Rudy Ramirez, and city attorney Glen Googins

The subject of this meeting was to present options to possibly change the city charter to allow district council elections from the current “at large” model.

1. Motion to approve the minutes of July 25 made by Doc, 2nd by Bettie approved.

2. Introduction of councilmember Rudy Ramirez who spoke about the sum of money that is currently required to run for city office. A discussion followed about possible drawbacks that Rudy dismissed. He is of the opinion that the benefits far outweigh any negative consequences.

3. The Charter Review Commission called their meeting to order and chairman Randy Bellamy introduced the members. Egbert Oostburg acting as the IT director produced a power point of topics that is under their review

with a recommendation to the city council after completing public outreach. Some of the discussions included a possible hybrid model of two seats at large and two seats in districts.

Drawing the district lines, if this plan is adopted, would require additional public bodies with a number of concerns. Public speakers mentioned the cost of this effort in a time of austerity and how district elections are a fundamental ingredient of Democratic representation. The city clerk is studying the different costs involved at this time.

4. Contact numbers to voice your opinion are currently 691-5037 and www.chulavista.gov/contact

5. Other business: Glen Googins announced a public meeting at the Salt Creek Recreation Center to talk about crime in apartment buildings.

Adjourn at 7:25
