Southwest Chula Vista Civic Association
Minutes: April 26, 2007

Call to Order:
Meeting was called to order by Penny Bollinger at 6:50 p.m.
2.
Action:
Approval of minutes of March meeting, motioned by Manuel Durazo. Seconded by
Jim Hunt. Motion passed.
3.
Norberto Salazar requested those present to complete the education survey and bring it
back to next month’s meeting.
4.
Penny invited
all present to consider becoming an official member. All were invited to take
part in a raffle fundraiser for 501C costs.
5.
Russell Coronado and Ed Herrera gave a presentation about district elections for school
boards and pointed out the lack of representation in our neighborhoods with the
current system. They provided the opportunity to sign petitions to establish
School Board Trustee areas for Chula Vista
Elementary School District and Sweetwater School District. They also
asked for endorsement from SWCVCA.
6.
Leah Browder gave
a Power Point presentation about pavement and drainage problems in the city.
She clarified that the focus of the Pavement Management System is on
preservation not worst first. A $339 million dollar deficiency has been
documented by staff.
7.
Architect Jeff Brandon invited all to check out the design of the project for
3rd and Palomar.
8.
John Schmitz finished
his Power Point presentation from last month. He explained how the general plan
has proposed zoning changes in certain areas of the southwest, CEQA- California
Environmental Quality Act process and Subdivision process.

adjourned by Penny Bollinger at 8:55 p.m.

Next meeting
Thursday, May 31. MAAC Charter School, 1385 Third Avenue. Ed Batchelder has
promised to come and explain exactly what is being planned for the Palomar
Gateway and West Fairfield areas and get people’s ideas and comments. He also
promised to talk about people’s rights in redevelopment areas.
