Southwest Chula Vista Civic Association

Minutes: June 25, 2007

 

1.Call to Order: Meeting was called to order by Theresa Acerro at 6:45 p.m.

 

2.Theresa reminded those present to be sure and give contact information, in order to receive newsletter and information about future meetings. She also informed all about membership and T-shirts.

 

3. Theresa requested present members to review minutes for March, April and May in order to approve at end of meeting.

 

4. Theresa introduced Kim Prijatel and Jeff Ragland, representatives of the Olson Company, who gave a presentation about Bayview Walk. The proposed development would be located on the Southwest corner of Palomar and Industrial and would consist of 104 town homes. Most buildings would be three-story with some four-story on Palomar. This would be a transit oriented development with a more commercial look. Auto access would be from Industrial and Frontage Road. Parking would be predominately subterranean with some guest parking at the south edge. Parking would consist of 90 podium spaces and 229 residential and guest parking. Price per unit is presently the high $300,000. Some questions and concerns from the community were traffic, limited parking and the possibility of  the homeless loitering in the open space area.

 

5. Theresa introduced Chula Vista’s new city manager, David Garcia. Mr. Garcia shared his previous experience, stating that he has extensive background experience dealing with similar issues, such as those in Chula Vista. Some of the issues he commented on were: infrastructure, redevelopment, the convention center, development impact fees, traffic impacts, pot-hole crew and graffiti. He stated that he believes that graffiti in Chula Vista is still at a manageable stage and that it can be controlled through working with families and schools. Mr. Garcia  advised  the community to call in pot-holes so that they would be put on work orders, he will be giving Theresa the hotline  number (397-6000) so that it can be added to the next newsletter. Mr. Garcia stated that he is here to listen to and work with the community in solving our issues.

 

6. Theresa introduced Eric Crocket, Redevelopment Manager, and Ann Hix, acting director from Community Development for a presentation on redevelopment. Eric explained redevelopment, gave some examples of successful redevelopment and reviewed the history of redevelopment in Chula Vista, from 1974 to present. He also covered areas such as Tax Increment/Redistribution of taxes and eminent domain. He explained that that all project areas allow eminent domain , except for residentially zoned and residential occupied properties. Eric also explained the budget of the agency/Tax Increment Allocations for 2007-2008, and projects the agency is involved in. 7. Parent, William Perno asked for community support for the cheese sandwich issue at schools, which has become a nationwide story. Asked those present to please sign up on e-mail list.

 

8.Action:  Doc Howard motioned  for approval of minutes for March, 2007. Seconded by Penny Bollinger. Motion passed.

 

9. Action:  Penny Bollinger motioned for approval of minutes for April, 2007. Seconded by Gloria Faunce. Motion passed.

 

10. Action: Penny Bollinger moved for approval of minutes for May, 2007. Seconded by Betti Lupi. Motion passed.
