I:    Call to order at 6:48pm by President Theresa Acerro


II:   Approval of minutes of July 28 meeting:  Motion to accept made by Earl, seconded by Jim Headland


III:  Reports:  Marcia's treasurer's report read by Theresa.

expense for August to run  about $350.00 which would bring the balance to approximately $700-800.


IV: Oral Communication:  Russ Coronado told the audience he was running for the CVESD  Brd of Ed, seat # 4.  Mitch Thompson introduced himself as a candidate for SWCC, seat #1 & Jim Dowd said he is running for the #2 seat on the South Bay Irrigation District.  Theresa explained that we do not endorse candidates as an organization because we are a 501c3 group.


V:    Old business:  Theresa updated membership on the Peaker Plant Issue., urging all to attend two upcoming meetings.  Discussion from the audience included chemicals in the air, environmental decline, need vs. greed, lack of support by the city government for its constituents, and others. 


VI:  New business:  Ed Herrera was voted to replace Hugo Salazar as vice president of the SWCVCA on a motion  made by Dave Davis & seconded by Theresa Acerro. Motion carried.
David Danciu was voted as a new board member on a motion made by Antonio Macias & seconded by Jim Headland.  This motion also passed. 
Candidates Forum & Format for the Sept. Gen Meeting discussed.  Suggestions from the audience included requiring candidates to fill out questionnaires so voters would know their positions, which candidates to invite (other organizations will host forums), & informing the public about the impact of the bond issue for SWCC.
Keith Greer gave a Power Point on the Salt Works with four (4) possibilities being presented.
1:  Passive--keeps as is with bike trail & allowing activity on the outside of Otay River Basin
2: Half of site becomes an active park & other Salt Production (Combined Use) Restore native habitat & have a visitors center.
3: Public Use With New Visitor Center---no salt works---would have lobby, interpretive exhibit, gift/cafe , no grass
4: Adaptive Re-use/Processing Building---all of #3 with use of silo & elevator, opportunity to keep part of site to show how the operation worked, railroad museum, cultural & native center.
Speaker made it clear that these are proposals explained the very complicated land ownership & who would be involved in decisions.  He encouraged attendees to go to the website http://www.schmidtdesign.com/Support/Image/SaltWorks/saltWorks_FinalDraftReport.pdf, & review all plans.


VII:  Theresa again urged people to attend the Sept 4 Opening Festival at Lauderbach Park 9AM-2PM & on Sept 18 , Thurs, at 3pm at City Council Chambers. regarding Peaker Plant.

IX:  Next Meeting:  September 29, MAAC Charter School--------6pm-9pm Candidates forum, forum on Prop Q to elect City Atty. 

September 29,2008 meeting was a Candidate Forum and no business was conducted & no minutes were taken.
