Southwest Chula Vista Civic Association
            General Meeting Minutes, March 24, 2008;

                           30 people attending

I: Call to order at 6:45pm by President Theresa Acerro.


2:   Approval of minutes of February 25, 2008, moved by Earl, seconded by John Vogel


3: Reports: Scott Tulloch, Assistant City Manager, reported that the Bayside power lines will be buried by SDGE from "J" Street North this year. The ones to the south will be buried only after the Southbay plant is gone. The Traffic Developmental Impact Fees from 805 West - to be effective in 30-60 days, fee of $3,200. per housing unit.   These fees would go into an account to help with traffic problems caused by development. He announced that April 3 would be a budget workshop at the council chambers at 6pm. On March 27 At 6:00pm-7:00pm at the Civic Center Library and on March 29 from 11am-12pm at the Montevalle Park Recreation Center the city manager’s plan to cut the budget deficit of 15 million dollars will be discussed.

 

4. Treasurer report: Marcia reported; Income of:   $115.00 Disbursements:   $243.60 Total: $2,279.24


5. Norberto reported on the Southwest Strengthening Strategies Committee, a joint effort with the city to improve the southwest community.  300 questionaires have been returned from the public, regarding what they want.   Contact Norberto for any questions. 

 
6. Theresa stated that people should express their opinions about what they want regarding the peaker plant, mobile homes and other issues the SWCVA voted to support.


7. Earl reported that he, John Vogel, Bill Perno, Derrick Dudley, and Ed Herrera have met to develop a questionnaire for the Candidates Forum,


IV:  OLD BUSINESS:
1:  Motion to approve Ed Herrera to fill empty board seat as recommended by the board was made by Derrick Dudley & seconded by Jim Headland, motion carried.


2: Motions on a policy for the organization on issues mentioned at last meeting:


a. SWCVCA should urge the city to spend resources on prevention of graffiti as well as eradication. (report problems to 691-5198 (if you witness someone in the act of doing graffiti CALL 911!)  Motion made by Allan Brill to accept, seconded by Jim Headland, motion carried.

 

b: SWCVA should urge the city to adopt the same park to resident ratio in the west as in the east and seek funding to provide more parks.   Motion to accept made by Earl Jentz, seconded by John Vogel

c: It should be a policy of SWCVA to promote the preservation of historic buildings in the Southwest. Motion made by Earl Jentz, seconded by Manual Durazo to accept, motion carried.

d: A committee of those concerned about safety issues such as traffic lights, speed, and lighting shall be formed to attend safety commission meetings and voice the concerns of community members in the name of SWCVA.  Motion made by Derrick Dudley to accept, seconded by Earl Jentz, motion carried. 

IV:  NEW BUSINESS:
1: Manual Durazo made a motion for SWCVA to support the Climate Control Workshop Group. Brenda Mason seconded this, motion carried.

 

2. Motion made to amend agenda to add position on Initiatives 98 and 99 by Derrick, seconded Earl, passed Motion made by Theresa to go on record as urging people to vote No on 98 and Yes on 99. seconded by Derrick         passed

V:  Captain Wedge gave a presentation about public complaints to the police dept., the step-by-step procedures to carry out investigation for both complainant and accused.  He also spoke about methods of officer response, statistics of dept., etc.   Regarding Neighborhood Watch:  He extended opportunity for those interested to call Police Dept- Community Relations if interested in forming a watch.
