GENERAL MEETING

I:   Call to order at 6:52pm by President Theresa Acerro
II:  Approval of minutes from October 27, 2008, motion made by Willard Howard to accept, seconded by Jim Headland.
III: Reports:  No reports
IV:  Community input/concerns: None
V:   Old business: Theresa announced that there were letters that could be signed by those wishing to do so, to go to Mary Salas, Christine Kehoe, & Denise Ducheny, asking for support with the peaker plant issue & to get another meeting in this area.  We have 375 signed already,
need 450.
VI:  New business:
1: Replant Recycling Center at the Sav-A-Lot Foods on the corner of Palomar & Third. Issue: Homeless congregate, unsanitary use of area.  Operators seeking permit, will go before the CVRC on Dec. 11 Do we want to take a stand?  Motion made by David Dancui to not take a stand, seconded by Willard Howard.  Motion carried
2: 1,000 foot industrial buffer around the landfill, an issue to go before the planning commission
on Dec. 10. Sunbow is planning 600 homes next to the landfill with unknown air quaity, health problems, etc.  Motion made by David Dancui & seconded by Jim Headland to oppose this use. 
3: City is having budget cuts workshop on12/4 at 6pm at the Civic Center Library.  Some proposed cuts are the Parkway Pool & Rec Center, Nature Center & 135 layoffs.
John Vogel stated that it would cost $200,000.00 to reopen the pool plus liabilities & other
expenses that would make closing it more costly than keeping it open.
A motion by Allen Brill & seconded by Derrick Dudley to oppose this cut.  A second motion was made to oppose other cuts, this was made by Earl & seconded by Richard Pichette. Motions passed
4: Jaime Diaz, Program Manager for Prop O from the Marston & Marston, gave a presentation on how the district plans to use money.
Mr. Diaz included each school & how it will benefit, the cost of each project & the phase (1-4) that work would be done.  He also addressed how money would be helpful to local contractors/builders. 
5: Martin Learn from Home Energy Systems gave a talk on Solar Energy, the different types of
power, the costs & effectiveness.

6. Motion to adjourn at 9:15 by David Danciu, seconded by Theresa Acerro
