1. Call to order: meeting was called to order by Theresa Acerro at 6.55 p.m.
2. Action: Approval of minutes of January
18, 2007, motioned by Doc Howard. Seconded by Richard Pichette. Motion passed.
3. Theresa invited all non-members to consider becoming official members.
4. Theresa and Jackie gave a Power
Point presentation explaining Home Depot situation and air pollution in the
Southwest. Discussed advantages and disadvantages including truck traffic, air
quality, noise pollution and proximity of loading docks to residents.
5. John Ziebarth, Architect and Home Depot representative gave a presentation on the
existing plan and alternatives. However, claimed that with the existing plan there is
not a significant impact on noise level, air quality and traffic.
6. Theresa and Jackie gave a Power Point presentation of the Palomar Gateway
District, the area between Frontage and Industrial on Anita, high density
residential – 40 units per acre. Discussed our opinions about this sample plan.
As an organization we need to inquire about process to apply for General Plan
Amendment. Suggestion was made that members walk through area, will put on
March agenda for continued discussion/comments. John Schmitz from city planning,
will be at our next meeting to give a presentation and explain the planning
process. The Palomar Gateway Plan is a conceptual plan used for purpose of
illustrating possibilities. We need to be prepared with questions and
suggestions.
7. Rodolfo Nunez of Georgina Trailer Park asked for SWCVCA support for resident’s. They
fear future eviction.
8. Action: Motion was made by Betti Lupi for SWCVCA to support dissolving the
CVRC. Seconded by Tony Macias. Motion passed.
9. Action: Vote on position that upgrading the infrastructure in the southwest to the
level of the rest of the city must be a prerequisite to denser development in
order to prevent infrastructure failures. Motioned by Manuel Durazo. Seconded
by Doc Howard. Motion passed.
10.
Discussed importance of letting the Mayor and Council know how we all feel about
the Southwest’s infrastructure problem. We are not against development. We are
for good development.
11.
Earl invited those present to attend the meeting on homelessness
and public safety on February 28, at 6:45 p.m., at the Boys and Girls Club.
Councilmen Rudy Ramirez and Steve Castaneda will be hosting and taking the
public’s input.
12.
Councilman Rudy Ramirez spoke briefly
on his commitment to the Southwest, and the importance of group involvement.
13.
Action: Adjournment of meeting at
9:00 p.m motioned by Manuel Durazo. Seconded by Karen Ratliff. Motion passed.

Next meeting March 22, at 6:45 at
the MAAC Charter School, 1385 Third Ave.
